LIHEAP

Three area agencies have funding available through the Low Income Energy Assistance Program (LIHEAP) to assist low-income residents with energy costs. LIHEAP is a state and federally funded energy assistance program in which energy bill payments can be made on behalf of qualifying households.

  • Jo Daviess County: Northwestern Illinois Community Action Agency (NICAA), 815-232-3141
  • Carroll and Whiteside counties: Tri-County Opportunity Council, 800-323-5434
  • Henry County: Project Now, 309-852-4565

Neighbor to Neighbor Care Funds

If you need assistance paying your energy bill, help may be available through Jo-Carroll Energy's Neighbor to Neighbor Care funds. This program works in tandem with LIHEAP.

If funds are available, you may receive a grant from the Neighbor to Neighbor funds.
